Highway Maintenance Worker

Job Type: Full-time

Pay: $24.00 per hour with CDL
Additional $1 per hour raise after 90-day probation period
$1,000 sign-on bonus ($500 at start, $500 at 6-month anniversary)

This position is responsible for the maintenance and construction of the roads in town and other Highway Department responsibilities; such as, maintenance and repair of equipment and keeping of maintenance records.

JOB SUMMARY: This position is responsible for the maintenance and construction of the roads in town and other highway department responsibilities; such as, maintenance and repair of equipment and keeping of maintenance records.

SUPERVISION RECEIVED: Receives direct supervision from the Road Agent and/or his desinate.

SUPERVISION EXERCISED: Limited

ESSENTIAL DUTIES:

  • Maintains facilities and equipment at a level consistent with department needs.
  • Assists the general public in understanding department procedures, regulations and services.
  • Participates in construction, reconstruction and maintenance of town streets, highways, bridges, sidewalks, storm sewers, culverts, drainage systems and pavement markings, consistent with the department’s needs.
  • May participate in the collection of waste, refuse and garbage; care of public dumps; care of public parks and cemeteries; public beaches; public forests; public playgrounds; shade and ornamental trees.
  • Works harmoniously with elected and appointed officials, employees, the public, public agencies and private organizations.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE POSITION:

  • Knowledge of the principles and practices of modern public works jobs and methods, including year-round highway maintenance.
  • Knowledge of town policies and procedures, ordinances and state and federal statutes.
  • Knowledge of construction and engineering principles, concepts and methods preferred.
  • Knowledge of public works construction, materials and equipment.
  • Knowledge of town geography, streets and zoned areas.
  • Knowledge of the standards by which the quality of public works service is evaluated.
  • Knowledge of light and heavy equipment application, maintenance and operation, building and grounds maintenance and repair procedures.
  • Skill in working multiple and concurrent projects.
  • Skill in reading and understanding plans, maps, charts and surveys preferred.
  • Skill in the use of office equipment, such as computer and calculator, relevant software such as word processing, data base programs, spreadsheets and G.I.S. programs preferred.
  • Skill in public and interpersonal relations.
  • Ability to organize time in order to meet deadlines.
  • Ability to read and understand architectural and construction plans, engineering drawings and technical reports preferred.
  • Ability to maintain accurate records and files on equipment maintenance.
  • Ability to communicate effectively in English, both verbally and in writing.
  • Ability to exercise sound and mature judgment and discretion.
  • Ability to demonstrate good teamwork, leadership, interpersonal and customer-service skills and attitude.

PHYSICAL REQUIREMENTS: Work is performed in both office and field settings. Considerable outdoor work is required in the management and supervision of public works projects.

1. Ability to pass a DOT Physical Exam or its equivalent.

WORK ENVIRONMENT: Work is performed in a variety of environmental conditions, including outside weather conditions of heat, cold, precipitation, noise, etc. There is exposure to normal construction hazards in addition to the everyday risks or discomforts that require normal safety precautions.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with road construction or related occupational field.
  • Experience sufficient to understand the diverse objectives and functions of the position, usually interpreted to require five years of driving experience, preferably experience in welding and fabrication, equipment maintenance and repair; or any equivalent combination of education or experience which demonstrates possession of the required knowledge, skills and abilities.
  • Possession of a CDL-A or CDL-B driver’s license.
  • Pass a drug and alcohol test.

Transfer Station Attendant

Job Type: Part-time

JOB SUMMARY: This position assists the Transfer Station Manager in the operation and maintenance of the Solid Waste Transfer Station/Recycling Center and its associated equipment.

SUPERVISION RECEIVED: Works under the general supervision of the Transfer Station Manager.

ESSENTIAL DUTIES:

  • Assist the public with the unloading of solid waste and recyclables from their vehicles and loading materials into the packer and/or appropriate recycle bin.
  • Direct the public in the proper disposition of recyclables.
  • Operate baling equipment and bale plastic, aluminum and other recyclables.
  • Assist manager in the enforcement of recycling and solid waste regulations.
  • Other functions and activities as determined by Manager

JOB REQUIREMENTS:

  • State of NH D.E.S. Solid Waste Operator Certification (or the ability to successfully complete D.E.S. training program and obtain certification).
  • Physically able to lift 75 lbs
  • Clear and polite verbal communication skills, comfortable with public interaction.
  • Ability to safely operate equipment including hydraulic packer truck, baler, skid-steer, etc.

Land Use Administrator

The position reports to and is directed by the Town Administrator, with general direction from the various Boards this position supports. The position requires evening meetings every month and includes a variety of assignments with the work performed mostly independently: request assistance and guidance with unusual situations which do not have clear precedents.

SUPERVISION RECEIVED: Reports to the Town Administrator.

EXAMPLES OF ESSENTIAL DUTIES:

  • Receives all applications for Land Use Boards-Review them for conformity with the instructions and ensures that all application and supporting documentation are complete.
  • Maintains a computerized tracking system with electronic index for cross-referencing file for recording all applications, permits, conditions, etc. issued by the Planning and Zoning Boards and the Historic District Commission.
  • Works with the public, applicants, their attorneys, and representatives to assist them with the application process. Coordinates with other departments for review and comment, as appropriate.
  • Communicates and works with Town Office staff, particularly the Assessor and Building Inspector/Code Enforcement officer on a regular basis.
  • Coordinates and schedules time-sensitive public hearing for the Planning and Zoning Boards and the Historic District Commission.
  • Prepares a variety of correspondence, reports, memorandums, and other similar material for the Land Use Boards.
  • Respect access to confidential information generated in all Land Use Boards Executive sessions and emails, letters or conversations with Town Counsel related to proposed projects and/or proposed on-going litigation proceedings.
  • Maintains deadline calendar, prepares draft agendas, and coordinates meeting packets for each member of the Land Use Boards.
  • Attends Planning Board, Zoning Board and Historic District Commission meetings; provides specific details to the Land Use Boards for each application. Attends Site visits when needed. Takes notes for follow-up needed, accurately records any edits to proposed amendments, conditions for site approval, etc.
  • Prepares draft decisions based on compiling all motions and conditions, if appropriate.
  • Responsible for all statutory requirements and monitoring of deadlines including but not limited to developing and publishing Notice of Public Hearing, statutory mailings, filing Notice of Decisions, etc.
  • Creates draft Zoning Amendments and/or Site Plan and Subdivision changes for the Planning Board and the Boards direction.
  • Communicates frequently with the Chair and recording secretaries of each Land Use Board on any ongoing projects, applications, Site Plans, etc.
  • Maintains the web page of each Land Use Board as needed.
  • Maintains Flood Plain information and completes the Boundary Annexation Survey.
  • Professional development is required by attending conferences, workshops and seminars related to job responsibilities, legislative updates and continuing education.
  • Assists and coordinates the update of the Town’s Master Plan with Planning Board direction.
  • Submits and maintains reporting to State and other agencies for Land Use Board projects.
  • Performs other duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of planning concepts and Master Planning efforts preferred.
  • Knowledge of site plan and subdivision review and procedures preferred.
  • Knowledge of the principles and practices of zoning and zoning administration preferred.
  • Ability to review plans and apply provision of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions preferred.
  • Excellent customer service, administrative and clerical skills.
  • Excellent written, oral and interpersonal communication skills.
  • Creative problem-solving skills to a gather relevant information to solve vaguely defined practical problems.
  • Ability to communicate with the public, coworkers, boards, other staff, other departments.

MINIMUM QUALIFICATIONS REQUIRED:

  • Knowledge and level of competency commonly associated with completion of a High School diploma.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with two or three years of experience or any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities.
  • Experience working with public Boards and Committees preferred.
